A Saudi Arabian oil field is attacked by creatures made of oil, animated by the power of the Water Wizard, who is working for the megalomaniacal Sheik Abdul Hurani. The sheik is seeking control of the country’s oil reserves as the first step in conquering the entirety of the Middle East, which the Water Wizard realizes is insane but a better deal than being locked up in a hospital. Meanwhile, back in the United States, Johnny Blaze sees a news report about the oil attack and recognizes Hurani as the person that kidnapped the Water Wizard. Realizing he needs to get to Africa to stop the villains, he locates Flagg Fargo at a nearby hotel and asks him for the money for a plane ticket. Fargo does so, but only with Blaze’s motorcycle as collateral, and if he’s late paying it back the next day, he will forfeit the bike to Flagg. Blaze begrudgingly accepts the deal.

When he arrives in Saudi Arabia, Blaze travels to a nearby oil field that is under attack by the oil creatures. Hurani and the Water Wizard, watching from a nearby helicopter, are confronted by the Arabian Knight. The Knight sees the Ghost Rider racing toward the oil refinery and assumes the demon is working with Hurani. Arabian Knight attacks but realizes his mistake when he sees the Ghost Rider destroying the oil creatures. The two join forces, stopping Hurani and the Water Wizard from assaulting the royal palace. When Blaze tells the Arabian Knight about his deal with Fargo, he removes a giant ruby from Hurani’s necklace and tells him to repay the debt with it. Later, Fargo goes outside of his hotel and finds Blaze waiting for him before the deadline expired, having been given a ride by a flying carpet.
